Russia’s finance ministry and central bank are collaborating to establish a regulated cryptocurrency exchange, targeting only "super-qualified investors" under a three-year experimental legal framework. Finance Minister Anton Siluanov emphasized the initiative aims to legitimize crypto assets and shift trading activity from opaque markets into a transparent, government-supervised environment.

The move reflects growing institutional recognition of digital assets, even as access remains tightly controlled. No specific cryptocurrencies or trading platforms were named in the announcement, leaving open questions about which assets will be permitted on the forthcoming exchange.
